Improper and Illegal Transactions Between Employees of Public Works Department

District Attorney Don Quick and Sheriff Doug Darr said in a news release that the lengthy investigation looked into allegations of improper and illegal transactions between employees of public works department and a county road contracting firm, Quality Paving and Quality Resurfacing.

The defendants include Samuel Vidal Gomez, 63, and Stacey Lynn Parkin, 29, both employees of Adams County Public Works.

Both Gomez and Parkin are charged with theft, conspiracy to commit theft, forgery, embezzlement of public property and attempt to influence a public servant.

The three Quality Paving employees who have been charged are Louie George Schimpf, 56, Dennis Glenn Coen, 56, and Heath Allen Russo, 34.

All three are charged with theft, conspiracy to commit theft, forgery and attempt to influence a public servant.
