Adams County authorities announced Friday afternoon the arrest of a former paving company president on charges of theft. Jerry Rhea, 62, faces charges of theft over $20,000, conspiracy to commit theft over $20,000 and attempt to influence a public official. Reported Rhea's company was involved in bilking taxpayers out of $1.8 million for projects that were never completed or were done but over billed.
Six people have been charged in the investigation, which began in 2008 and is ongoing:
• Rhea, who faces multiple counts of theft, conspiracy and attempting to influence a public servant.
• Sam Gomez, 63, who faces 76 felony counts, including charges of theft, forgery, attempting to influence a public official and embezzlement. Gomez was a construction manager in the Adams County public works department.
• Stacey Parkin, 29, who faces 59 felony counts, including charges of theft, attempting to influence a public official, forgery and embezzlement. Parkin was a road inspector in the Adams County public works department.
• Dennis Coen, 57, who faces 62 felony counts, including charges of theft, forgery and attempting to influence a public official. Coen was the vice president of Quality Paving and its sister firm, Quality Resurfacing Co.
• Heath Russo, 34, who faces 33 felony counts, including charges of theft, forgery and attempting to influence a public official. Russo worked at Quality Resurfacing in 2006 and 2007.
• Louie Schimpf, 56, who faces 34 felony counts, including charges of theft, forgery and attempting to influence a public official. Schimpf worked at Quality Paving.
The charges stem from paving and resurfacing contracts between Quality Paving and Adams County Public Works from 2004 through 2007. Rhea is no longer with the company. Quality Paving changed ownership in May 2010.
Tribute to Dijoun Quinn of Commerce City... There is now a $2500 reward posted by the Commerce City
A Shooting Claims the life of 18 year old Dijoun Quinn... COMMERCE CITY - The Commerce City Police Department is investigating a shooting that occurred in the 6500 block of Holly St. Officers responded to a report of shots being fired in the area. When they arrived they found a male lying on the ground. It appears that an 18 year old male was walking southbound on Holly St when he was shot multiple times. The male was transported to the hospital but did not survive his injuries. Commerce City police identified the 18-year-old as Dijoun Quinn, a recent graduate of Adams City High School who had enlisted in the Army. Quinn's Grandfather says his grandson didn't have any enemies and was not in a gang. There is no suspect information available at this time, and investigators are encouraging anyone with information to contact Detective Bryan VanderMeer at 303-289-3629 or the Commerce City Tip Line at 303-289-3626. The investigation is ongoing and more information will be released as it becomes available.
